As INSA Rouen Normandie is a public engineering school, tuition fees are set each year by the Ministry.

For the academic year 2025-2026 :
Enrollment fees
Tuition fees apply only to students in initial training. Apprentices, students on work-study contracts and continuing education trainees under contract are not required to pay enrollment fees.
Students who have a CROUS scolarship are not required to pay enrollment fees.
Students covered by articles 3 to 6 of the decree of April 19, 2019 on registration fees in public higher education establishments under the authority of the Minister of Higher Education:
(Students who are nationals of the European Union, members of the Swiss Confederation, have a residence permit or a "family" residence permit, are domiciled in France for tax purposes, have refugee status, or are nationals of a country that has concluded an agreement with the French state on tuition fees)
- engineering degree as main enrollment: €618
- engineering degree in gap year: €416
- master's degree as main enrollment: €250
- master's degree in complementary enrollment to engineering degree: €164
- doctorate: €391
Students not covered by articles 3 to 6 of the decree of April 19, 2019 on tuition fees in public higher education establishments under the authority of the Minister for Higher Education.
- 1st and 2nd year engineering degree: €2,850
- 3rd to 5th year engineering degree: €3,879
- 1st and 2nd year engineering degree during a gap year: €1,900
- 3rd to 5th year year engineering degree during a gap year: €2,586
- master's degree as main enrollment: €3,879
- master's degree in complementary enrollment to engineering degree: €2,586
- doctorate: €391
For 2025/2026, the Board of Directors of INSA Rouen Normandie has voted :
For enrollment in the engineering diploma: a partial exemption (the amount of tuition fees will be identical to that indicated for students from the European Union) for students not covered by articles 3 to 6 of the decree of April 19, 2019:
- newly admitted to the 1st year of engineering studies (STPI1) via the summer or winter "welcome program" (international stream).
- newly admitted students from one of the least developed countries receiving official development assistance (ODA).
No other fee exemptions are granted to students newly admitted to INSA, whatever their entry level.
Other fees
- CVEC student and campus life contribution (rate set by interministerial decree): €103
(only for initial training: students and apprentices) to be paid via messervices.etudiant.gouv.fr

- photocopying: 1 cts€/black and white copy and 5 cts€/color copy (credit loading on LEOCARTE)
- cost of reissuing LEOCARTE: €10
- registered mail: €8.87 for delivery in France, €14.95 for international delivery

Financial assistance
Grants
- Grants based on social criteria: paid by the CROUS, higher education scholarships (Ministry of National Education) are designed to enable recipients to undertake higher education studies which, without this aid, they would have been forced to forego because of their social situation.
- Complementary merit scholarship: as of the start of the 2008 academic year, this aid, in addition to the scholarship based on social criteria, is granted subject to special conditions.
- International mobility grants: study or internship abroad, there are schemes to help you finance your project. The Haute-Normandie Region provides financial support to all students, whatever their origin. Scholarship holders can benefit from the French Ministry of Higher Education's Aide à la Mobilité Internationale, and there are other grants directly linked to exchange programs (Allocations Erasmus, Arfitec, Brafitec, Mexfitec, UFA...). - The Sésame scheme: this enables students who do not have a scholarship, but whose family does not have to pay income tax, to benefit from the supplement to the merit scholarship and/or the supplement to the international mobility scholarship.

Housing financial assistance
APL (aide personnalisée au logement) and ALS (allocation de logement à caractère social)
France offers two types of financial aid in the form of monthly allowances. These schemes are open to students of all nationalities. The amount depends on the student's income, the type of accommodation and the rent.
