Real Estate Portfolio Manager H/F

Reporting to the General Services Directorate, you will manage a team of 8 staff members distributed across the “Management/Administration” and “Maintenance/Construction” divisions.
In this role, you will work closely with the legal department, the Information Systems Department, and the Logistics Department.
You will play a key role in the smooth operation of the institution by carrying out the following responsibilities:

  •  Lead forward-looking discussions on the future development of the real estate portfolio (main campus and residence halls), covering a total net floor area of 43,000 m².
  • Advise the institution’s management on defining the institution’s sustainable real estate policy.
  • Translate real estate policy into strategic master plans (SPSI, SDIA, etc.)
  • Develop and update the Multi-Year Investment Plan (PPI) specific to the Asset Management Division
  • Prepare and support financial arrangements (CPER, European funds, local government grants, etc.) that enable multi-year investment planning
  • Develop, justify, and execute the budget for the Real Estate Division
  • Contribute to the formalization of public procurement contracts (framework agreements, MAPA, etc.) and ensure their prompt execution
  • Ensure the long-term sustainability of the real estate portfolio within the allocated resources
  • Organize and oversee the internal and external activities (external contractors) of this division
  • Serve as the project owner for certain projects
  • Work closely with other departments, academic divisions, and research laboratories to ensure that real estate projects align with the institution’s objectives.
  • Monitor real estate-related calls for bids and submit bids in response.
     

Desired skills or knowledge

You have strong skills in real estate asset management and project management.
You are well-versed in public procurement regulations, as well as the Urban Planning Code, the Building Code, and the Public Works Code.
Knowledge of sustainable development as it relates to the Property Management Department’s areas of activity (green spaces, sustainable construction, energy efficiency, etc.) would be a plus.

Expected Experience

You have proven experience in leading and steering a real estate strategy, including preparing financial structures, developing and monitoring budgets, and overseeing internal operations.
 

Expected Degree

Engineering degree with proven experience in real estate asset management
 

Contract Type: 3-year fixed-term contract
